LEOSA, short for the Law Enforcement Officer's Safety Act is a United States federal law that allows qualified law enforcement officers and retired law enforcement officers to carry concealed firearms in any jurisdiction in the United States, regardless of state or local laws, with certain exceptions.
For the initial certification, you will need a letter from your old department's HR of an honorable retirement. Do the live fire qualification course.
With the letter, your retired ID and the LEOSA retirement qualification certificate (Live Fire) go to the County Sheriff's Office (records office) in the county you live in and turn in the paperwork.
LEOSA is an annual (once-a-year) qualification.
You should requal at least a month before your certification expires.
